He was born in Madison, WV on November 17, 1958, to the late James and Mary Adkins.
Richard is survived by his wife, Kimberly Justice Adkins; two brothers; and a host of nieces and nephews.
A graveside service will be held at 2 p.m. on Thursday, December 1, 2022 at Forest Lawn, Pecks Mill, WV with Rev. Joe Lane officiating.
Handley Funeral Home in Danville, WV is assisting the family.
